Editor's note: originally, this portion of the post was in the contest's Journal entry itself. However, I encountered some data limits on the post at about the 36th entry. So instead of sacrificing the images, I decided to take this portion out instead.

ALSO, when I say "Images must bear some resemblance to the one above.", I mean in terms of style, not necessarily Smol Nozomi itself. You can still make images based on Smol Nozomi, but images in the smol style (in general) are also allowed. Here are some examples of that, from TheFadedFrost:
3. No image can be submitted more than once. You can revise an image to address my feedback, but unless it's radically different, to the point of warranting its own entry, I'll count the revised version in with the original image.
To answer any lingering questions you might have about the contest, I'd suggest reading this.
It goes into greater detail about contest events (ex: is the contest ending at any point?), what you can submit to it (ex: can I submit work that isn't a digital image? Can I submit stuff that isn't based on Smol Nozomi, but is still in the Smol style?), and other useful information.
Here's a starting image, with many variations on the design, to help you quickly but skillfully edit your entry:
I had problems downloading this one, so here's a simplified version that worked for me (to use it, left-click on the image, then press 'Download'):
Triple-Q also made a reference sheet some time ago, which people could use to make images in this style (NOTE: Triple-Q had no official involvement in this contest; I'm just using his materials for reference, since he created the first-ever Smol Nozomi.)

Closing Halation [Tribute to SiIvaGunner]
Recently, the SiIvaGunner YouTube channel was taken down over multiple copyright strikes. While there's a chance the claims will be removed, thus restoring SiIvaGunner, I thought now was a good time to pay tribute to a channel that's entertained and influenced me so much over the last 2-3 years.
Hence why I made the track below - a mashup of "Closing Time" by Semisonic and "Snow Halation" by μ's. Alternatively, you can also find it on YouTube:
